Spotlight Report - Article 31

The Children’s Commissioner for Wales has published a Spotlight Report – Article 31: the right for all children to have rest and leisure, to engage in play and recreational activities and to participate in cultural life and the arts.  This is accompanied by a child and young person friendly online video storyboard which summarises the key messages and findings.

The main issues are directed at Local Authorities and include:

* Promoting the right to play and recreation and that the local authority has a key part to play in this;

* Ensuring that there are arrangements in place for all children and young people to have meaningful opportunities to be involved in decisions that affect them, particularly in relation to the statutory play sufficiency processes.

For other organisations who are involved in delivering play, leisure, sport, arts, culture and heritage opportunities across Wales the message is to ensure that the key messages contained in the report are considered within the context of their work and to consider having discussions about adopting a Children’s Rights Approach.
